TTN v3 instructions

1. Create an application on https://console.cloud.thethings.network/

2. Register end device on Manual configuration with MAC V1.0.3

3. Enter device basic settings:

   1. Name is the id as seen via BLEsp******

   2. AppEUI is set to all zeroes 0000000000000000

   3. DevEUI value is what you read via BLE from the app

   4. Frequency Plan: Select as appropriate, Europe SF9 for RX2

   5. Copy the AppKey to the tracker via the BLE app

   6. Register the tracker and reboot the device for it to join
